Cloudflare Web Analytics vs GA4 for privacy
Cloudflare says its beacon "does not use any client-side state, such as cookies or localStorage", doesn't fingerprint, and doesn't collect visitors' personal data. That's why many sites run it without a consent banner; as always, the legal assessment is yours. Cloudflare doesn't clearly document where Web Analytics data is stored.
GA4 uses two-year _ga cookies and Google requires consent in the EEA, UK and Switzerland. It does drop EU users' IP addresses and collects their data on EU servers before forwarding it to Google.

Cloudflare's "rules" for proxied sites depend on your Cloudflare plan (0 on Free, 5 on Pro, 20 on Business). GA4 costs nothing, but consent management may.
Setting up Cloudflare Web Analytics vs GA4
Cloudflare: if your site is proxied through Cloudflare, enable Web Analytics and the beacon is injected automatically. Otherwise, paste the beacon.min.js snippet. Single-page apps are supported. GA4: add gtag or a Tag Manager container, configure consent, define key events and set retention to 14 months.
One caveat from Cloudflare's own FAQ: ad blockers block the beacon, so counts will be lower than server-side numbers.
