Matomo vs Google Analytics for GDPR and consent
Matomo uses cookies by default, like GA4, but gives you two ways out of the banner. Its cookieless mode (disableCookies) plus a rotating visit hash stops visitor profiles being built over time; Matomo says that can allow banner-free tracking in some countries, at the cost of less accurate unique-visitor counts. In France, its CNIL exemption mode meets the regulator's conditions for consent-exempt audience measurement: tracker lifespan of at most 13 months, data retention of at most 25 months, the last two IP octets removed, User ID off, and heatmaps, session recordings, A/B tests and visitor profiles disabled.
Self-hosted Matomo also means no third-party processor at all. Matomo Cloud stores data in Frankfurt. That's a strong position compared with GA4, which needs consent in the EEA, UK and Switzerland, and whose US transfers rely on the 2023 EU–US Data Privacy Framework — upheld by the EU General Court in September 2025 but under appeal at the Court of Justice.

Hits include every pageview, event, download and outlink — including bot and internal traffic — so a page with several events uses several hits. On-Premise is free but premium plugins cost extra (e.g. Funnels €193, Heatmaps & Session Recording €219; we couldn't confirm the billing period) and you pay for the server. On-Premise support plans start at €230/mo billed annually.
Setting up Matomo vs GA4
Matomo Cloud is a sign-up and a tracking tag (or the built-in Matomo Tag Manager), and it includes the Google Analytics Importer. Matomo On-Premise is a PHP/MySQL application: you'll install it, schedule report archiving with cron, keep it updated, and scale the database as traffic grows. GA4 needs no servers but does need consent setup, key events and retention changes to be useful.

Matomo's Google Analytics Importer handles both GA4 and Universal Analytics exports, but with real limits worth planning around:
- It imports aggregated reports, not raw hits — so visitor logs, segments and custom reports don't work on imported data.
- Unique visitors aren't available for periods longer than a day, and funnel reports aren't imported.
- GA4 goals arrive without names or revenue.
- Imports go into a new Matomo site (not merged into an existing one) and can take several days.
