Matomo vs Plausible for GDPR and cookie banners
Plausible is cookie-free by design: nothing is stored on the visitor's device and no banner is needed, by its own assessment. Matomo uses cookies by default, so out of the box it typically needs consent. It can be configured to avoid that: cookieless mode with a rotating visit hash, which Matomo says allows consent-free tracking in some countries, or its CNIL exemption mode for France, which caps tracker lifespan at 13 months and retention at 25 months, truncates IPs, and disables heatmaps, recordings, A/B tests and visitor profiles.
Both offer EU cloud hosting (Matomo in Frankfurt, Plausible on Hetzner in Germany) and both can be self-hosted to keep data entirely in-house.

Matomo prices exclude tax; yearly billing is 10× monthly on both. Matomo On-Premise is free but premium plugins (Funnels, Heatmaps & Session Recording, etc.) are paid. Plausible Community Edition is free and omits funnels and revenue goals.
Setup and maintenance: Matomo vs Plausible
On their clouds, both are a script tag. Self-hosted, they differ: Matomo On-Premise is a PHP/MySQL app that needs cron-based report archiving, updates and database tuning as traffic grows; Plausible Community Edition runs via Docker Compose with PostgreSQL and ClickHouse and has fewer moving parts to configure, but fewer features.

Neither documents a direct importer for the other. Both import Google Analytics: Matomo imports aggregated GA reports into a new site; Plausible imports GA4 data. Matomo Cloud and On-Premise can move data between each other by request. Expect to start fresh when switching between Matomo and Plausible, keeping exports of the old tool.
